In theory, yes. They have the mechanical dexterity to type.

In practice, we haven't seen any textev that Treecats have shown any understanding of how two-legs communicate without mouth-sounds or sign-language.

Not quite true. You have to allow for the paradigm shift. Politician is currently synonymous with dishonesty. Politicians have been dishonest for so long that dishonesty is accepted as the norm. There is no longer a such thing as a dishonest politician.

Paradigms do not shift whole one from the other they evolve in a social dimension. The Kuhnian manner only refers to hard Science, although even Kuhn agreed later on that gradual evolution even applied in some circumstance. Niels Bohr's model on molecular structure being a fine example of the chemical evolution and shift that is held over rather than fully replaced. Evolution not revolution.

I thought that the definition of an honest politician was that once you bought him, he stayed bought, whereas a dishonest politician wouldn't stay bought.

I would hope that SOMEtime in the next 2,000 years SOMEbody might have the sense to abandon the "war on (some) drugs", and, if not, any Treecat would immediately grasp the idiotic futility of it and walk away wondering if two-legs are intelligent after all.
