This is a valid point. However; Miranda does not become an issue until the police have identified a suspect based on other evidence. The real issue is the level of effort expended by police is dictated by who the victim is. Although Miranda also applies in killings of police officers, police are very nearly 100% successful at arresting or killing people suspected of killing police officers. While police remain somewhat competent at identifying and arresting suspects who kill white people, they have effectively declared open season on Black people.

Back in the good old days of Sgt Joe Friday's Dragnet, American police were just as competent at solving crimes as police in other countries. The arrest rate for homicide were very nearly 100% and arrest rates for other major crimes such as rape, robbery and aggravated assault were very high. Then in the early 1960s, arrest rates began to implode. Within a decade, the clearance rate for murder had dropped to about 2/3s. Your chances of literally getting away with murder had quintupled. Arrest rates for rape and robbery became abysmally low. That famous line from the Outlaw Biker Bounty Hunter in RAISING ARIZONA was exactly right on. "if you want to find an outlaw, call an outlaw. If you want to find a donut shop, call a cop.". As a consequence of police incompetence, crime rates soared during the. 1960s, 1970s, and 1990s. Criminals are smart enough to realize that if youdont have to do the time, there is no reason to not do the crime.

The police prefer to blame guns for the surge in murder rates. However, during the years of the historic increase in murder rate from 5 per 100,000 to 10 per 100,000, the percentage of murders committed with guns actually decreased.

The police prefer to avoid talking about how arrest rates for real, violent crimes were plummeting while the number of arrests for narcotics and prostitution were exploding. Peestering pushers and hassling hookers had become THE priority of American police.

The cops are basically useless and they know it. They compensate for their uselessness (and anatomical shortcomings) by hassling normal citizens about chicken shit tickets. We should be arresting them for loitering, not granting them more search and seizure authority.

This was very very enlightening post. You might want to take into account that Miranda Warnings became required in 1966. Telling criminals all the rights they had.

Here is the latest data on clearance rates.

Be advised that some police cook the books by clearing crimes by exceptional means. This means that they "determine" that someone who is deceased or has fled the country committed the crime.

When the cops get scared, everyone should be scarred.

You should see the police in Pakistan. On the roads, I would say highways but it is more like a bicycle path, they have check stops every few miles. The ordinary people have to stop and present their papers but the higher classes do not. It was odd as the top ranked police all have chips like motorcycles and every time we drove by they would stop and salute. There was one time when we went for a drive to Peshawar. Heavy Taliban territory at the time. There was a check stop where some guy tried to stop us. My college roommate was driving his Dad besides him! He was a little panicky when that happened and told his son to keep going, if the guy didn't move to run him down! Luckily for the guy one of the cops yanked him out of the way.

A few months earlier my room mates uncle was assassinated at just such a check stop.

On the way to their "Farm" we had a flat so we had to get out while the tire was changed. The bodyguards dispersed, one to make sure nobody stopped on each side of the road, one on each perimeter, that was four of them and one to help my roommate change the tire. While i , the only unarmed one, and his father armed with his AKM with 35mm grenade launcher, standing in a plowed field, in the dark. So we could watch without being seen. Of course I looked about and as small talk asked if there were king cobras in the area. He looked about the black dirt and then decided it might be a good idea to go stand at the edge of the light. Just in case.

The "Farm" was a totally different experience. I did sleep in Jackie Kennedy's bed, Queen Elizabeth ll was in the bedroom nextdoor, of course not at the same time.
