I considered Honor, but no no all of her legal mumbo jumbo has long since been finalized.

But he never lost his security clearance. His presence is irregular, but not illegal. Basically, he is now in the same category as her armsmen. In fact, it would surprise me very much if all of Honor's "hired help" does not have Top Secret clearances, including Mistress Thorn.
