That's why it rankles some folks when they hear Elizabeth II described as the "Queen of England". Anne was the last "Queen of England" and the first "Queen of Great Britain" (comprising "England", which had already subsumed Wales, and Scotland). Later, the Kingdom of Ireland was united with Great Britain into "the United Kingdom of Great Britain and Ireland", which now has "Northern" inserted into its name with the secession of the Republic. Northern Ireland is not a Kingdom; it's a "province".
Talking about the "Queen of England" or the "English National Anthem" tends to make Irish, Scottish, Welsh (and perhaps Manx etc.) feel excluded. In the Honorverse, there may be a need to rename institutions such as the RMN and RMMC to use the word "Imperial" rather than "Royal", so as not to exclude Talbotters and Silesians (and based on the Pearls, can Matapanians be far behind?) We already have textev that the Loyalty Toast has been modified to say "Empress", so maybe it's just a matter of time, but there's also a lot of history for the "Royal" institutions that people wouldn't want to give up on.
Weird aside: my gr grandmother referenced her ancestors as 'English, Welsh and Cornish'. She never used 'British'. Why? I have no notion but she was emphatic about it, always. But since they'd all left for America, mostly centuries earlier, I suppose her opinions of all that are beside the point. I just always found it interesting she even separated out Cornish as a separate people.
I confess to loving Finlandia but cannot imagine it as the Manticoran national anthem.
When Britain was an Empire did they change it to God Save the Empress? For Victoria? I don't know but there may be a cue there.
I hope they come up with something better than The Star Spangled Banner, which is horrible to try to sing and weird as a national anthem.
