One consequence of increasing industrialisation is that bigger and bigger disasters become possible. Charis is keeping on top of this because the inner cabal has access to OWL's knowledge base and then train their employees / write laws to discourage dangerous practises. Even with Charis's advantages we know that accidents do happen (A number of Howsmyn's staff are reported with injuries, and he has mentioned, at times, far worse problems at his competitors.

Even with Clyntahn's spy network, in the CoG-held areas any knowledge of the dangers of industrialisation will become known after-the-fact. When they build copper-bottomed ships, they will not know that they must use copper nails. They will use iron nails, and the plates will go to davy jones. When they build steam engines, they will not have the tools to determine safe pressures, and they will have boilers explode.

Guncotton is dangerous! The British, the French and the Prussians ALL abandoned their early attempts to use guncotton as a propellant due to disasters. We can expect that Charis, by knowing these dangers, will avoid major disasters, but the CoG? With a mere handful of individuals attempting the experimental method, and the Go4 demanding quick results? Can you spell catastrophe?

What will the effect on CoG morale from their "blessed" works having disasters, something that does not seem to occur in the heretical states?

You have a good point about industrial disasters, but failed to mention a couple of added complications. Harchong is rife with corruption and good safety costs money that could be diverted to the corrupt. You mentioned the barge explosion but did not mention the inquisitions response to the explosion which will tend to eliminate the work force near any disaster, especially ones for which the reason is not crystal clear (and it generally isn't).

Considering what happened after the barge blew up, any sane person in the lands controlled by the CoG would run away as far as possible after any industrial disaster in their town. Of course, that would probably get the people who run away blamed for it as saboteurs, but that was likely to happen anyway. This would make it even more difficult for any investigators to find out what really happened and why. And if they don't know what went wrong they will not know what should have been done differently and are likely to repeat the mistake.
