Hmm, hard to say. She still flinches and experiences stabs of pain and grief when the subject of Javier and/or Solon is brought up.
I think she has forgiven Honor and Elizabeth. She recognizes that it wasn't personal (not even on Elizabeth's part). You could look at it the other way too; Honor and Elizabeth have forgiven her and Theisman for re-starting the war and attacking Manticore...
Which is proof that she is a far stronger, kinder, and all-around better human being than I ever could be. But if she wasn't still grieving, she wouldn't be human.

For all my Tom/Eloise fantasies, I would honestly be okay if she never fell in love again. She and Javier were soul mates. You don't just move on from that. Learn to live again, yes - but I would completely understand if she remained single for the rest of her life.

I think it helps that most of her Cabinet was with her. Essentially, the Republic's government was being run out of Landing, not Nouveau Paris, for the months Eloise was on Manticore. And thanks to the Trevor's Star terminus, turnaround time for communication with Haven's Congress is almost as fast as it is with Grayson's government. Elizabeth didn't have the benefit of taking most of her government with her to Grayson.
Besides, Eloise was only on Manticore for something like four months - I think it's mentioned that she's returning to Nouveau Paris after Roger and Rivka's wedding, along with most of her Cabinet. I'd expect she'd leave an ambassador and appropriate staff - not to mention Tom Theisman - in Landing, but my guess is that communication will be by dispatch boat between the two capitals for the foreseeable future. (Or Honor Alexander-Harrington.)
