Part of the reason that "the sun never sets on the British Empire" is that the British set up coaling stations all over the world.

As long as Charis's steam warships require coal, Charis will have to set up coaling stations all over Safehold.

In your logistic calculations, were you planning on taking the fleet from Cheyrath to the gulf of Dohlar with a fleet of colliers and re bunkering the warships then going to Claw Island or stopping at Claw Island, then making the round trip from claw to Dohlar and back to Claw Island. either way they would need enough coal for 17, 000 miles of steaming. 9,000 from Cheyrath to Claw, 4,000 from Claw to Dohlar, 4,000 from Dohlar back to Claw, or 13,000 from Cheyrath to Dohlar and 4,000 from Dohlar to Claw.

If a second base was needed for sailing ships, it would be even more necessary for steamships. So, Charis needs to set up at least 2 coaling stations to support the KH VIIs attacking Gorath, one at Claw Island and another one well inside the Gulf, either in the Dohlar Bank area (like in AMF) or in one of the islands closer to Gorath Bay (Dragon or Lizard islands).

I am sure that coal will be available both in Chiholm and Claw
In fact Sharpfield took coal with him to Claw Is. and may well establish one closer to Dohlar.

With that distance, they will need to stop at least once for a refit at some level. I am judging by the Russian Imperial Navy, the fleet commanded by Admiral Zinovy Rozhestvensky, which made an extended pause in iirc Madagascar.
