I've also heard speculation that she's now filling the role originally slated for Honor's daughter Katherine before RFC had to cancel the time-skip idea (and spare Honor in AAC too, so thanks!) Which means that, while she might not get it in the next book, it can't be too long now. She does have to put in her time in grade, after all, but RFC needs her in the captain's chair before too long.
