RearAdmiral Saber,

Son, your mother says I have to hang you. Personally I don't think this is a capital offense. But if I don't hang you, she's gonna hang me and frankly, I'm not the one in trouble. —cthia's father. Incident in ? Axiom of Common Sense

First mention of "Let's be about it" is at the end of Chapter 25 in OBS. It's repeated in HotQ and FoD, but, oddly, not in SVW (I went back and looked electronically, and it didn't appear). IIRC, it appears on most of the main stream Honorverse books thereafter.
"Let's be about it" appears at least once in most of the mainstream books; it's only missing from SVW (as you noted), MoH, and ART.

It's also makes it into half the anthology books, and (not by Honor) in ToF.

Fleet Admiral Johnathan,
Thanks for reminding me of the all-mighty solarian league. That was a mighty good read for me.
