....you win.

Cthia, "Goodbye, Citizen Chairman" is the last line of Ashes of Victory, as Thomas Theisman... rather pointedly rearranges the Havenite government.

From On Basilisk Station, chapter 32, last paragraph:

"It happens that I do have very strong feelings about the new armament—" her smile grew even broader "—and I'd be delighted to share them with Admiral Hemphill and her colleagues."

Commodore Roseandheather,
If I could I'd give you a tentative promotion! That has got to be one of the best, if not THE best. Heck, it doesn't even need a name. "Oops"..... hahahahahahahaha, my family is going to kick me out! Oops!

She is also my favorite Havenite! Now who is going to get the most used one-liner?

Son, your mother says I have to hang you. Personally I don't think this is a capital offense. But if I don't hang you, she's gonna hang me and frankly, I'm not the one in trouble. —cthia's father. Incident in ? Axiom of Common Sense

Seems I was right after all. Suggested tentative promotion stands.
