In BHD we see the beginnings of the Imperial Parliament and their formation. At that time, they are forming houses and setting rules based on membership of the founding states of Charis and Chisolm. Emerald is a subject state, so I can see why they might initially be excluded.
Do the other member states of the empire elect or send representatives to Parliament? If so, who qualifies and how? One would think that with access to the Declaration of Independence, they might be a bit more sensitive to the status of member states and representation.

David Weber has been vague on the inner workings of the Empire but in Midst Toil And Tribulation he gives us some info concerning the membership of the Imperial Parliament.

When Sharleyan is talking to Daivyn, Irys and Earl Coris about what it means for Corisande to become a full member of the Empire instead of "conquered territory", one of the things mentioned is membership in the Imperial Parliament just as Emerald and Tarot have.

So membership in Imperial Parliament is open to every member "state" of the Charisian Empire.

Hi Drak,

Quite right.

The EoC's population is around 72 million, so the House of Commons may be representative, but the Lords may have set more stringent rules for who's allowed to sit from all the barons, earls, and dukes.

It will be interesting to see when RFC gets around to letting us see some action there, but such may not happen until they have to ratify any peace treaties.
