I don't think that any of the Safehold books can stand alone, except for the first. But that doesn't mean they aren't complete novels. I would say that both the most recent Safehold books are "complete novels".
The pace of the recent events in the universe are accelerating, and the scope is expanding. Perhaps that is what leads to your perception. Personally, I like that. I don't share your opinion, but that doesn't invalidate your opinion. I'm sorry to hear that you find the most recent books unsatisfying. It's a matter of taste, I think.
