A semaphore station will transmit a message as soon as it receives it, or more likely it will transmit a character as soon as it receives it. The way I figure it is that the stations/network are full duplex, that is they can transmit it both directions at once, a bit like a highway, especially when you get stations that can transmit multiple messages at once in a given direction. So a station will have one guys look west, the moment he sees a change one the station to the west of them on semaphore that transmits to him, he'll tell some of the other members of the station what's being sent to them, and they'll change the semaphore pointing to the station to the east of them, and so on. There might be a clock thing, you only check every several seconds, to give the other guys a chance the change things.

Jeff and Joat you misunderstand me; the unacceptable security risk is not that the airbuses might get spotted, it is revealing the existence of the airbuses to all the people you are transporting. Given the suffering they have allowed in the past to maintain that security it is much more likely that you have just guessed wrong than that there is some mysterious, unguessable reason it's worth while throwing all that security away.

I think it reads much more like ETathome suggests, Merlin has spotted a hole in his transport capabilities and might as well get it sorted just in case he needs to transport multiple members of the inner circle sometime in the future. It's an afterthought. At least that's how I see it.

Anyway, you're right in that is what we know. However, I don't think a large scale evacuation is at hand. It would require revealing a little too much to too many people: "hey everyone, we're just here to rescue you, now if you don't mind stepping into this large flying contraption evidently sprung from Shan Wei's darkest depths, we'll whisk you away!"

Could it be that they need to mobilize members of the Inner Circle? For what I can't imagine though.

I find myself wondering if the people intended for transport might not be the sisters. They're the only group of people I can think of who might be qualified for a trip to the cave ... unless it would be the inner circle.

It certainly seems that way, doesn't it? However, I intended to eliminate this as a possibility when I said that the snippets were contiguous. runsforcelery has posted snippets before with missing sections, but he specifically noted that there was something that was being omitted when he did. Furthermore, he has posted snippets that were from unknown (to us) sections of the novel. There, again, he stated that he was doing so when he did.

It may be that he is not intending to use the airbus to extract a large number of people, but is simply preparing it in case of need, or he could be intending to transport just the 3 of them in it.

Unless Merlin hypnotises them so that they do not remember any details of their escape, merely that "the seijin helped them and brought us here".

Even "stash" them in the Mountains of Light until a reasonable time has elapsed between their "disappearance" and their reawakening.

To expand on that, checksums to detect copying errors have been in use on Earth for over a millennium. (You don't need to decrypt ciphertext to detect an error and request retransmission.)

There might be other reasons that make it important for Nynian to pay a visit to Zion in person.

It might for instance be necessary for her to talk to someone personally. Someone who she knows may trust her and only her and not just any other sister. Nynian has had quite a position in Zion society after all and must personally know an enormous number of important people one of whom may be about to play a decisive role in whatever plan Nynian is pursuing at the moment.

Or there is some other task only the leader of the sisters in person can perform due to special knowledge or possession of some artifact. Like inputting some password to access a computer or disable a booby trap or activating a truth detector or god knows what.
