Well, it could make sense if they reproduced artificially -- they could be all clones or something.

Or do we even know for sure the Gbaba are a 'conventional' evolved biological race as opposed to cyborgs or artificial life forms?

Not to draw too long a bow, but remember that in the Dahak series (where "Heirs of the Empire" was based on the original premise of the Safehold series) the bad guys are the cloned Achuultani.

It is likely that the Gbaba are also cloned as well.....
