and the banning of elec was to prevent the ability to start to develop tech that would LEAD to federation tech.

Good point. What The Gbaba would have detected would have been the spoor of Federation tech which would have been FTL. Emissions originating from electrical transmission would have only traveled the speed of light and probably would have dissapated long before they reached the Gbaba.

All the Gbaba have to do is cruise through your solar system with their electrical detectors turned on. They were searching, not just passively listening for something light years away.

If the Gabba were in system you were likely toast anyway if you society was anymore advanced then the 19th century and early 19th century at that.

then again even that probably wouldn't save you, much like the achultini from the Dahak books, if they found sentient life on a planet they were looking at they more then likely killed it, just in case it might develop society/tech sufficiently to become a threat further down the road

Possible, but only very, very remotely so. The concept of "hiding" was a precaution by going bush against an active search by the Gbaba in the aftermath of Terra's destruction and figuring that after a period of 500 years the searchers would have gone home. There was no way of knowing that there even was a search. It was a precaution against a big "if".

If they are actually in your solar system, you are probably dead meat, electricity or no.
