I lumped them both together - Fluid computing is easier to obtain than mechanical computing as long as you use only NOT AND gates...

I think Fluid/Mechanical computers would work well... it would even allow for 'Networking'(after a fashion)

Mechanical Computing is attainable without electricity. It also requires that the measurements be incredibly tight and the machining be exceptionally fine.

Counter-terrorism requires HUMINT for best results. The good guys may be too dependent on SNARCs.

Talking about HUMINT too much would lead to a spoiler.

Based on information leaked in the Snippets, I think that Aivah Pahrsahn's and her team will provide the "feet on the ground" who have not been depending on SNARC's and who could know their way around the temple as may the Brotherhood who you will recall have members from various 'orders'.
The personnel required to take flip the switch in the room below the temple may be standing in the wings. But, even when the switch is thrown, there are still a bunch of people with bad intent scattered all over the planet and, it will be neccessry to defuse the population of peasants from Harchong
