Seems unlikely, but it would account for the fact that nobody's assassinated him yet. It would be remarkable if nobody's tried.

Um... hasn't it been implied, if not outright said, tha Nynian is Clyntahn's daughter? If so, he could not be a pica.

Nope. Nynian's dad became the Grand Vicar, not the Grand Inquisitor.
