Sea life gertting in the war

There are plenty of dangerous sea creatures, but they are usually deep water creatures. merlin could trank then deposit them in the bay near zion. in such a lake, fish would quickly be reduced, so there will be more attacks on humans. and the great thing is that the ice would possibly kill the creatures, so no long term risk of monsters in the area.

Too much collateral damage to civilians with too little effect on the military.

While dumping a very very angry doomwhale into the bay would have all sorts of entertainment factor, it probably wouldn't be militarily decisive per say.

And would raise some pretty legit questions on how in the hell it got there.
