WHat if merlin started a rumor in zion that the Inquisition are all secretly shang wei worshippers which is why they are killing and torturing all these poor people? That they are secretly attempting to destroy the church. Every knows the guy in charge is a monster, the idea he himself is a devil worshiper would not be that hard to believe. It doesnt matter if no one believes, the rumor will spread, and remain in peoples mind, it may let future reformers remove him and restore the church by blaming it all on him aAnd his followers the inquisition and guard, and priests who enjoyed harming people.
