Special Forces (Spoiler?)

Just looked at the FAQ and noticed the topic "When is Merlin going to introduce Special Forces to Safehold". This topic confuses me because the answer is BSRA because the scout/snipers were fully formed in BHD for the conquest of Corisande. The scout/snipers do what special forces do, gather intelligence, prevent the opponent from gathering intelligence, take out pickets, capture specified objectives in advance of the main army, run around in gillie suits. What the scout snipers lack that what everyone thinks of special forces has is enhanced mobility from advanced transportation.
