…on page 44, isn’t "Longitude twenty-one north, latitude one-five-five west,…” backwards?

Welcome (back) to the forum.

Yes, it is backwards. 21˚N and 155°W are, respectively, latidude and longitude. They are accurate for "out over the Pacific" but I'd also expect someone to say "over Hawaii" for those.
