He's both kind of right, while publicly highlighting his lack of experience or willingness to listen to those with experience.
In business an MOU is usually not a contract. Can be, usually isn't. In government, especially at that level, they usually are. Two different legal frameworks. Three really as international law was involved. ~~~~~~~~~~~~~~~~~~

Fundamentally, even agreeing to meet for lunch later is a contract. As to contracts being binding, it takes two to tango, and if one wants to leave they will, but it may cost them.
At senior governmental levels a MOU most definitely is a form of contract, once both parties agree to it. |

So the plan to somehow solve the North Korean nuclear issue by doing effectively no advance prep with ambassadors or other lower level negotiators, flying Mr Art Of The Deal out himself to give Kim Jong Un compliments and legitimacy and a massive propaganda coup on the world stage showing him being treated as a legitimate world leader by the president of the United States, then just winging negotiations... promptly went nowhere.
Once again handing the North Koreans something they wanted in exchange for absolutely fucking nothing. Who ever could have guessed such a thing would happen when we put things in the hands of the world's greatest expert on anything just ask him who has made such good friends with his dictator buddy? |

If you want a scarily realistic take on the whole North Korea thing and how Trump would deal with an actual crisis, I strongly recommend the novel "The 2020 Commission Report on the North Korean Nuclear Attacks Against the United States" by Jeffrey Lewis.

Wow! Trump and meeting Kim Jong Un at the DMZ, may their continued talks end in peace and denuclearization. Plan for the worst and hope for the best.
