In this case I think it is hung.

The sentance's subjects here, house and senate, are objects and hanged is usually used for people and their execution by hanging.

Of course the grammer police of the usage panels still argue over it after 50 years or so.

I´d say what´s wrong with government is the Democrats and Republicans... Oh, and probably the unbridled corruption.

What's wrong with our society is that we have abandoned civility in discussion. Anyone who disagrees with us cannot possibly hold that opinion in good faith; they must be willful agents of evil.

What's wrong with our government is that it is overly complicated, full of obscure special case rules and exemptions to those rules, all engineered by lobbyists and rules mechanics. The tax code is the best known example, but the entire process of government is a maze of twisty little passages, all alike.

And to make matters worse, there are things we refuse to discuss: racism, bigotry, slavery, racial bias, white privilege, Social/economic/religious elitism ... And when we do we fail to communicate because each side is locked into their own simulacra.
