Until the Republicans weaponized it, threw all Senate tradition out the window, and decided to use it to block *everything* they simply did not like. Particularly the second Obama became President when they started obliterating all former records for use of the filibuster. Sabotaging the ability of Congress to actually govern with anything short of a supermajority.

Much of it will depend on the dynamics of the individual districts. And much will depend on how the individual Republicans position themselves relative to Trump. Those in pro-Trump districts will likely embrace him. Those in districts opposed to him will position themselves as part of the anti-Trump wing of the Republican Party. The polls are useless. They are nationwide, we need district by district. The hate Trump faction isn't evenly distributed. Too little valid data at this point.

You must have missed the news that many firmly republican districts are now areas where liberals can contest an election, despite all the gerrymandering and vote suppression tactics republicans have used recently.

I read the other day that 34 republican congressmen, and women presumably, have opted not to run for re-election.

Is that number high?

Sounds about right. Some because their districts are leaning more Democrat, but probably about as many because of serious primary challenges because they aren't following Trump's line closely enough.

It's up to 38.

Nine of them are committee chairmen.

It is mostly not because of "not following Trump's line". They see a slaughter coming and are getting out of the way.

You (and CNN's democratic commentators) are overstating. Some are retiring for that reason but at least 2/3 of them are retiring for the usual reasons: the committee chairs are term limited ( they have to get another committee or take a reduction in rank on their current committee), some are just plain old (one is 87), and some of the younger ones are running for governor/senator. A bunch of Democrats are retiring too: shifting districts, age, running for senator/ governor etc. Given the geriatric nature of congress these days we may start to see more and more age related retirements.

1. Money
2. Efficiency

Not that it's likely to happen with the negative response to the trial balloon. But they might set up some public/private ventures. That would be more sensible and probably is what they were hoping for. A big part of Trump's self image is as a great negotiator so when he floats proposals like this, he sees them as opening bids and is expecting to settle for much less. (Yes I know that you think he is a terrible negotiator. But he doesn't think that and therefore he behaves in a way consistant with his self image).
