Joe Steel by Harry Turtledove.
As usual a well researched and well written alternative history story by Harry. Done in the best way by assuming there was just one small change in history from which all differences flow. In this case it was Joseph Stalin's parents migrating to the US just before he was born. Somewhat depressing because it is so well done, and shows just how bad things could happen, but a good read.
