Elizabeth Moon has Lawyers in her books. Some of the Mercenaries have to consult council before they are able to offer assistance in her Trading in Danger Series. Plus various lawyers for freighter trading functions.

Not so much a character but mentioned a lot.

You have four books to finish then. Zoe's tale is pretty good, it sort of sums all the gaps up. It is book four.
