The purpose of the visit was to talk to Adebayo and Montalván in person and make sure they are the people he thinks they are and are ready to do their duty.

And to tell the readers something.

Indeed on both accounts, but as he was told, he had no need to worry about Adebayo or Montalván. They aren't zealots like the GAULs, but they have drunk the kool-aid. They wouldn't be in that position if they weren't going to.

But as he said, Benjamin went to deliver a mea culpa and that was rejected.
