IIRC, they have to have the permission of their current steadholder to transfer to another steading.
In that story, "Lord" Michael Mayhew (who is the steadholder for Mayhew Steading) facilitates the discussion to accomplish the "change in steading citizenship" for the GSN crew member.
I picture the Steadings are sort of like "nation states" on Grayson, but all subservient to the Sword's primacy and also second tier to the most powerful former steading(s) now entirely controlled by the Mayhews. Think of Earth having about 80 nations, instead of the nearly 200ish we have right now. That said, I don't picture any type of totalitarian enforcement prohibiting travel on Grayson, it's more of a "here's where I come from" registration/voting kind of thing.
Nearly all of the early "Harrington steaders" likely did something similar, essentially as "emigrants" from their steadings, and were likely allowed to do so en-masse out of gratitude to Honor for the RMN's role in defense of their planet. (Flag in Exile would have that textev).
