I suspect the issue with LAMA was that it was published by Tor, not Baen, and Tor probably didn't want to see parts of the book on either Eric's site or fifthimperium, where the snippets from Eric's site are archived.
Road To Hell has a coauthor, and that may have also influenced the decision.
