Who else has written books in David Weber's "world" not just the special books with a bunch of different authors

If you're referring to non-anthology books, then Eric Flint, Timothy Zahn, and Tom Pope all have novels under their belt.

Right, she did the Treecat YA novels; set in an earlier era of the Honorverse.

Also Linda Evens collaborated with David on the first two Multiverse novels, and Joelle Presby is working with him on the 3rd (coming in March).

Are Elizabeth Moon's books any good? I've seen her name around but I have no idea whether or not to pick up her books, or which one I should start with if I wanted to.

Yes. Her first trilogy (fantasy) - Sheep Farmer's Daughter, Divided Allegiance, Oath of Gold - is great. She did some follow-on books in that series, at least one I threw at a wall, so I'd just stick to the first 3.

Her SF stuff is pretty good, but not as good as that first fantasy series.

The Deed of Paksenarian
(that first trilogy) is indeed very good, but I prefer the Familias Regnant series (ETA: Also known as The Serrano Legacy beginning with Hunting Party.

Vatta's War is almost as good. Actually, I can't think of a series by Elizabeth Moon I haven't liked; including the sequels to The Deed of Paksenarian.

the Serrano Legacy and Vatta's War without a doubt.

Deed of paksnaerian? i admit i have to be in the right mood for that series and i stay as far away from the later "prequel" featuring gird as i can. Though the 4/5 books that she has released over teh last couple of years set in the original time period with Paks are very interesting.
