Back when USN O-7s were called "Commodore," there was speculation that the Navy suffered from "General" envy. Amy/Air Force/Marine O-7s were called "General." Navy O-7s, even though they were Flag Officers, were not called "Admiral."

Hence the complication of "Rear Admiral Lower Half." And some speculation that all "Rear Admirals" of whichever half were junior to even the newest Major General.

Apologies if I've lost count of the number of quotes of someone quoting somebody else quoting yet another person quoting himself.
