Grendelsbane started out as an RMN Fleet base, having to rely on interstellar trade/freight for raw-materials means that you will need escorts which then makes it cheaper (and safer) to have local resource extraction in place. So it's not that odd.



RFC said in the past that the RMN never intended for there to be construction at Grendlesbane, as mentioned by the above posters, the Fleet base was created then the capabilities for repair organically grew as the need required. Finally, the RMN needed more construction, as soon as possible, and the easiest place to add that was Grendlesbane, which had grown to do everything but construction and had excess capacity. So the jump to construction was a small step from a full out Fleet/Repair/Fabrication base. The decision was made out of expediency and the pressure of the upcoming war, which then grew as the war commenced.

The fact that the 1/2 finished ships were stalled during the High Ridge Admin while ships in a similar state were completed in Manticore, was in part a realization that the yards were extraneous and didn't add (greatly) to the Manticorian economy. The construction yard was mothballed, and the station returned to the role of a repair yard, until the realization of oncoming hostilities made Manticore hungry for the 1/2 completed Navy sitting in Grendlesbane's slips.

also don't forget that the first peep war was a war on a scale that had never been seen since earth's final war.

the SLN did most of the conquering before the first war and they had so much tonnage available (theoretically) that no-one was willing to or able to really argue the issue.

The peeps mostly took small system that could not stand up to them. Only San martin put up any kind of real fight.

The andermani the last really expansionist group that we know did things slow and steady and often absorbed rather then conquered.

So no-one had any true idea of how things would work. so lots of small outposts were dotted all over and the grendelsbne yard just expanded from there.

I don't know if it is significant in the discussion about Grendelsbane and the construction yards, but Sonja Hemphill was the base commander there in In Enemy Hands, when Tourville captured HMS Prince Adrian.

Somehow I doubt she just stopped working on her new toys. . . .

She was transferred out of BuWeaps entirely during that phase. Specifically to give her command experience in the field, to boost her standings among her peers when she opened her mouth regarding all her work in Project Gran, and other development.

So she might have kept a journal on her ship, noting down things she thought up. She likely continued to receive briefings from Admiral Adcock (before his death) that kept her updated on things on Weyland.

But she had duties that had to take priority, namely protecting the area... if she failed at those duties, Hamish Alexander would have gleefully been first in line to demand she be relieved of command, and possibly a court-martial. Strictly to keep her lunatic ideas from contaminating HIS Navy, so she had to excel at those duties of protecting Grendlesbane or else.
